2026 program income guidelines

Care within your reach.

CareConnections uses a household-size-adjusted income limit at 52% of the Phoenix-area median income benchmark.

Start with your household.

Your annual gross household income—before taxes—must be at or below the limit for your household size. Include wages, Social Security, pensions, and other income received by counted adults.

If an adult counts toward your household size, their income must count too. Include the applicant, a spouse or partner sharing finances, dependent children, and other adults sharing finances. Exclude roommates or relatives who maintain separate finances, along with their income. Minors’ earned wages are excluded.

A senior who lives with an adult child but maintains separate finances may apply as a one-person household. The adult child cannot be counted to increase the limit while their income is excluded.

Maximum gross household income
Household sizeAnnual limitMonthly equivalent*
1 person$40,924$3,410
2 people$46,800$3,900
3 people$52,624$4,385
4 people$58,448$4,871
5 people$63,128$5,261
6 people$67,808$5,651
7 people$72,488$6,041
8 people$77,168$6,431

*Monthly figures are rounded for reference. The annual limit governs eligibility. Limits for households of more than eight people require agency review.

CareConnections thresholds are calculated as 104% of the published 2026 Phoenix-Mesa-Chandler 50% AMI limits, equivalent to a 52% benchmark. These are private program guidelines, not a separate HUD eligibility category. View the published regional income benchmarks ↗
